It is a combination of a pair of locking vise grip piers and a chain like that found on a bike.
The way it works is simple you put the chain around what you want to grab, lock the chain into the pliers end and then use the pliers handle and adjusting knob to further produce a locking force on the chain, this will grip just about anything.
